At NCT9-1-1, we are proud to recognize October 28th as National First Responders Day. This holiday serves as a tribute to the brave individuals who dedicate their lives to protecting and serving our communities in times of crisis. Amongst these everyday heroes, we continue to elevate the voices of the “first, first responders”, 9-1-1 telecommunicators. This dedicated career was reclassified as first responders in Texas through House Bill 1090, which officially took effect in September 2019. While not nationally reclassified, there have been many recent efforts to federally recognize the role of telecommunicators as essential first responders.
As a continuation of a 2024 partnership, NCT9-1-1 joined forces with RapidDeploy, a vendor partner, to host the second annual 9-1-1 Heroes Art Contest. We invited students K-12 across the NCT9-1-1 service area to participate in celebrating National First Responders Day through creating artwork that honors our everyday heroes; first responders. The winner of the art contest will receive the honor of having their work turned into a lasting mural in their county. This year, we also incentivized young artists by providing the opportunity to win a scholarship contribution from Motorola Solutions to support their future education and artistic endeavors.
The results were astounding; over 500 students submitted artwork to the competition. This truly inspiring number brought us in awe at all of those students who not only were reminded of the importance of 9-1-1 and first responders, but who also poured their hearts into creating visual representations of their honor.
We are proud to announce the winner of the 2025 9-1-1 Heroes Art Contest:
Selene M., an 8th grader from Dublin Secondary School!
Their artwork was selected for its creativity, emotional depth, and a clear message of unity among first responders. It captured the spirit of courage, collaboration, and care that defines emergency response work.

In addition to the mural winner, we’re thrilled to feature the top 20 entries selected for our special First Responder Coloring Book. These pieces, created by students in grades K–5, will be shared at public safety events and in classrooms across Texas.
Take a look at their incredible work below. Each image celebrates the heroes behind the scenes and on the front lines.
NCT9-1-1 is proud to have partnered with RapidDeploy on this engaging and empowering art contest, which reminded young artists and students of the life-saving work happening in their communities every day. We’d like to thank every student, teacher, parent, friend, and community member who participated. Your support helps strengthen awareness and appreciation for our first responders. To the first responders who dedicate their lives to protecting others, thank you for all that you do. Happy National First Responders Day!
